The legal foundation for the OSS system is Law No. 11 of 2020 on Job Creation and Government Regulation (PP) No. 28 of 2025 on Risk-Based Business Licensing Implementation, which replaces PP No. 5 of 2021 and PP No. 24 of 2018. These regulations serve as the primary legal basis for the implementation of Indonesia’s integrated electronic business licensing system.

Business Identification Number (NIB) is an official business identity issued by the Online Single Submission (OSS) Agency, replacing the former Business License (SIUP) and Company Registration Certificate (TDP). The NIB serves as the legal foundation for business operations in Indonesia, facilitating access to various permits, export-import activities, social security programs, and financial services, while also strengthening credibility with partners and customers.

These regulations designate the NIB as the official proof of business registration within the OSS system and the legal basis for all types of enterprises, including MSMEs.

Land Use Conformity Approval (PKKPR) is an official document that ensures a business or development plan aligns with the Spatial Planning (RTR) framework. Serving as a replacement for the former Location Permit, PKKPR forms a critical legal foundation for business licensing and helps prevent spatial planning conflicts.

PKKPR consists of two categories: Commercial (Business) PKKPR for profit-oriented activities and Non-Commercial (Non-Business) PKKPR for social or public purposes. Applications can be submitted through the Online Single Submission (OSS) system, with simplified self-declaration procedures available for Micro and Small Enterprises (MSEs).

The legal framework for PKKPR is governed by Government Regulation (PP) No. 21 of 2021 on Spatial Planning Implementation, which derives from Law No. 11 of 2020 on Job Creation, and is reinforced by PP No. 5 of 2021 on Risk-Based Business Licensing.

Additionally, Minister of Finance Regulation (PMK) No. 143/PMK.02/2021 establishes the Non-Tax State Revenue (PNBP) tariffs applicable to PKKPR issuance services.

Standard Certificate serves as official proof of compliance with business activity standards, issued through the Online Single Submission (OSS) system. This certificate is a mandatory document for businesses categorized as medium-low and medium-high risk, demonstrating adherence to the technical and operational standards established by the government.

The legal framework for the Standard Certificate is stipulated under Law No. 11 of 2020 on Job Creation and Government Regulation (PP) No. 5 of 2021 on Risk-Based Business Licensing, as updated by PP No. 28 of 2025 on the Implementation of Risk-Based Business Licensing.

This document serves as proof of compliance with business operation standards within the OSS system. For medium-low risk activities, issuance is automatic through self-declaration, while for medium-high risk activities, prior verification is required to ensure that business operations align with applicable norms, standards, and regulations.

Business License is the formal authorization granted to entrepreneurs to start and operate their business activities, obtainable through the Online Single Submission (OSS) system.
